Does a full-frame sensor have a wider dynamic range?

Does a full-frame sensor have a wider dynamic range compared to what a 1.6 crop sensor has?

Or am I missing the point completely, in that, the sensor has nothing at all to do with the dynamic range of the dslr?

What is the objective measure of the dynamic range capability of a particular dslr? 

Does Nikon or Canon claim any advantage in this department?  Are there any particular dslr models that boast of a lead here?  Or has digital photography technology still to develop what can compare to the dynamic range of color film?

DR, I think it's the ability of the camera to capture or resolve Shadows and Highlights at the same time without either being under or over.
