How to use a circular polarizer?

May be you can enlighten me on how to use a CPL? More so, how would you know if you're effective using the CPL? Hindi ko kasi alam kung sumosobra na yung rotation ko, I just notice na nag"da-darken" yung image (-1 stop siguro). :'(

im not a master (hehehe) pero for me, pag rotate ko and/or nag darken at lumabas yung gusto kong kulay, then for me thats effective na. ;D
