Inexpensive? I don't think so. Less expensive maybe.
Low light? That means, a fast or wide opening? Tokina 11-16 f2.8

Wait for the Nikon 28 1.8G when it's available.  I'm waiting for it myself.

If you are using an FX, the 28G 1.8 is wide enough. You can have it now if you want. Some local resellers have some stocks .... around 38K. The MF is another option 28 Ais/ai is less than 10K.In DX the 28 is not so wide .
The tokina 11-16 is a better option. You can still use it in FX at 16mm with no vignetting. It is still so wide.

Inexpensive: 18-15mm
Lowlight: 11-16mm

Maybe 18-55... ;) ;) You can have it at 3-4k.It is one of the best!!

^18mm @f3.5 is just as fast or even faster than some high-end pro lenses. ;)
